I'm not sure if she's supposed to be dressed up as anyone in particular but her costume looks like a smurf raver to me. But she was freakin' adorable in this outfit! Please feel free to provide me with any corrections. UPDATE: Finally clued in on who this is. It's one of my cosplay lady-friends, It's Raining Neon. She clarified that this is a prototype of her rave costume and she's quite amused that 1) I have a photo of her in this outfit and 2) the name I gave the costume and raver. :-D
